Communications Reports

These reports summarize complaints that the mandate has received regarding violations of assembly and association rights across the world. They include allegation letters and other communications sent to governments regarding these complaints, the response received from the government, and the Special Rapporteur’s observations, if any. In this section, you can find the original communications reports (published by the UN once per year and containing communications to all Member States) and country pages which contain communications to specific to that Member State.

As part of their official duties, UN Special Rapporteurs send “communications” to national governments when allegations of serious human rights abuses arise. Communications are classified as urgent appeals (UA), allegation letters (AL), joint urgent appeals (JUA) and joint allegation letters (JAL). These communications raise concerns about a specific human rights issue, lay out the information that the UN has received concerning the issue, and request further information from the State.
